To allow a user to get in contact with an initial emergency contact number when the user needs to get in contact with an emergency contact number.SOLUTION: A method for creating an estimation program of the present invention includes the steps of: acquiring a plurality of pieces of learning data including learning target emergency contact number information of a user of a learning target portable terminal and learning target contact history information of the learning target mobile terminal; and creating an estimation program which estimates emergency contact number specification information for specifying emergency contact number information of the user of the estimation target mobile terminal on the basis of the contact history information of the estimation target mobile terminal or specifying the estimation contact number information, by using the acquired pieces of learning data.SELECTED DRAWING: Figure 6
