This device for manufacturing a component with an outer layer is provided with: a supporting member which supports an outer layer surface member which has been laid under a base material; pulling devices which are disposed around the supporting member, and which, by means of pulling members, pull outward, relative to the base material, an edge portion of the outer layer surface member which has been disposed in an open state with respect to the edge of the base material; base material clamping devices which secure and clamp the outer layer surface member, pulled outward by the pulling members of the pulling devices, to the supporting member, with the base material, overlaid on the outer layer surface member, interposed therebetween; tension releasing devices which detach the pulling members from the edge portion of the outer layer surface member, in a state in which the edge portion of the outer layer surface member has been moved outward relative to the base material by the pulling devices, causing the edge portion of the outer layer surface member to engage with the edge of the base material by means of the elastic restoring force of the outer layer surface member, to integrate the same; and a control device which controls the drive of the pulling devices, the base material clamping devices, and the tension releasing devices.
