The present invention relates to a non-slip pad manufacturing method and a non-slip pad manufactured by forming a PVC coating layer on the surface of the fabric woven in the form of a mesh to secure non-slip properties to the fabric and excellent ventilation. The present invention is a weaving step of weaving a yarn of a polyester material vertically and obliquely to cross-weave it in a mesh form; A coating step of moving the woven fabric to a coating means containing the PVC liquid, and quenching and coating the entire fabric so that it can be coated with the PVC liquid; A heating step of heating and drying the PVC liquid coated fabric by moving the fabric to a heating means so that the PVC liquid is fusion-coated on the surface of the fabric; and a molding step of expanding the fabric to which the PVC liquid is fused through the chamfer to form the width of the fabric.
