A method for diagnosing language proficiency using an EEG measurement technique according to an embodiment of the present invention comprises the steps of: generating a stimulus list including a plurality of stimulus elements and classified based on the length of the root and the frequency of the word; providing the user with the plurality of stimulation elements included in the list, checking the user's response after a preset time, and measuring a first EEG corresponding to the user's response; and comparing waveforms between two brain waves, and evaluating the language proficiency of the user according to a result of comparing the waveforms of the first brainwave and the second brainwave.
