This idea is a reporting system for solving social problems (facilities, structures, accidents, and irrationality). The core of the idea is a system designed to report users' discomfort and complaints, and show them to the decision makers and citizens in a cumulative ranking, and at the same time to know the empathy of the citizens. It is easy to see and can be reflected in the municipal or provincial plan. In order to increase citizens' participation, the system is anonymous (user information or ID registration is not required, device registration is required), and empathy expressions or facility use inconveniences and complaints to the person in charge can be uploaded to the system through a smartphone. It is a method of expressing through the user interface of the system by ranking the repetitive elements that come up and repetitive civic empathy. The system protects against repeated reports of the same person with one device per person.
