An irradiation control unit 10 irradiates nanopowder 10a containing molybdenum 100 with radiation R. The RI growth control unit 11 allows the nanopowder 10a irradiated with the radiation R to be left for a predetermined standing time. The RI dissolution control unit 12 can dissolve technetium-99m in the nanopowder 10a in a state where the nanopowder 10a left for a standing time is put in a column filled with an adsorbent capable of adsorbing the nanopowder 10a. The solvent S is introduced to separate the solvent in which the technetium-99m is dissolved from the nanopowder 10a. The purification control unit 13 purifies 99 m of technetium from the separated solvent S. The drug manufacturing unit 14 binds 99 m of purified technetium to drug D to manufacture drug I for nuclear medicine diagnosis. [Selection diagram] Fig. 1
