PROBLEM TO BE SOLVED: To provide a drug delivery coating. SOLUTION: The drug delivery coating and a device including the drug delivery coating are included. In one embodiment, it comprises a drug delivery coating that includes a polymer layer. The polymer layer can include a hydrophilic outer surface. The coating can also include a matrix that is in contact with the hydrophilic outer surface. The matrix can include particulate hydrophobic therapeutic agents and cationic agents. The polymer layer can further include a hydrophilic polymer having a photoreactive group of pendants and a photosensitive cross-linking agent containing two aryl ketone functional groups.
