The present invention provides a transcription activator consisting of a sequence of 200 or less amino acids and comprising a transcriptional activation site of VP64 and RTA. The present invention also provides a complex of a nucleic acid sequence recognition module that specifically binds to a target nucleotide sequence in double-stranded DNA and a transcription activator.
