The present invention relates to a medium-high-temperature polymer electrolyte membrane, a method for manufacturing the same, and a high-temperature polymer electrolyte fuel cell including the same, and more particularly, a phosphoric acid solution in the production of phosphoric acid-doped polybenzimidazole (PBI) By adding an inorganic precursor capable of forming nanofibers in the phase, a composite membrane containing inorganic phosphate nanofibers complexed inside the polybenzimidazole polymer membrane doped with phosphoric acid is prepared, and phosphoric acid is deteriorated even at a high temperature of 200 to 300°C. It is thermally stable without and can be applied as a high-temperature polymer electrolyte membrane having high ionic conductivity.
