To provide a koji-making apparatus and a koji-making method that can disperse spores of seed koji entirely over steamed rice more evenly and can significantly reduce the amount of koji used.SOLUTION: The koji making device of the present invention can rotate and stop rotation freely, and comprises a rotating drum containing a raw material consisting of grains or beans; a duct for supplying airflow into the rotating drum; and a cassette mounted on the rotating drum and for placing spores separated from seed koji. The duct has an outlet for blowing air flow, and the cassette is mounted near the outlet of the duct and is configured to sprinkle the spores into the rotating drum that has stopped rotating, by the airflow blown out from the outlet.SELECTED DRAWING: Figure 1
