Even if atmospheric pressure decreases, a sufficient amount of oxidising gas is delivered to a fuel cell without causing a breakdown in a compressor. A control unit 5 determines whether or not the following two conditions are met: the gas pedal opening rate, which is measured by a gas pedal opening sensor S, is at least equal to a specified opening rate; and the condition, where the atmospheric pressure recorded by the pressure sensor P is at or below a specified pressure value, has lasted over a specified period or beyond. If the decision is positive,the control unit 5 changes the maximum permissible speed of the compressor 31 from a normal maximum speed to an increased maximum speed. The control unit 5 then determines whether or not a specified period has elapsed since the change of the maximum speed to the increased maximum speed, and also determines whether the condition in which an exhaust temperature of the compressor 31 is recorded by the temperature sensor T, is at least as high as a specified temperature, over a specified period or beyond. If at least one of these decisions is positive,the control unit 5 returns the maximum speed to the normal maximum speed.
