An anti-scald water outlet assembly and a water spraying device having same. The anti-scald water outlet assembly comprises a water outlet body (10). A temperature sensing element (30) is disposed in the water outlet body (10). The temperature sensing element (30) can deform with the temperature change of water flow flowing through a water flow passage (11) of the water outlet body (10) to switch between a first state and a second state. When the temperature sensing element (30) is in the first state, the temperature sensing element (30) enables the opening degree of a water passing port (12) to be larger, and when the temperature sensing element (30) is in the second state, the temperature sensing element (30) enables the opening degree of the water passing port (12) to be smaller or closes the water passing port (12). A valve seat (20) is movably disposed on the water outlet body (10). The water passing port (12) is formed in the valve seat (20), and/or the temperature sensing element (30) is movably disposed in the water outlet body (10). When the temperature sensing element (30) is in the second state, the opening degree of the water passing opening (12) can be increased by driving the valve seat (20) and/or the temperature sensing element (30). The anti-scald water outlet assembly can block or not block the outflow of hot water, or choose to or not to turn down the flow of the hot water according to the choice of a user, and thus is more flexible in use and has more complete functions.
