PROBLEM TO BE SOLVED: To appropriately control the operation of a hot water utilization facility by utilizing information stored in advance outside the hot water utilization facility. A data storage unit 51 holds user registration information created in advance for each hot water utilization facility 100 capable of communicating with the outside via an external communication network 40. The user registration information includes identification information of the hot water utilization facility 100 and information indicating an installation point. The data collection unit 52 collects information related to the installation point of the hot water utilization facility 100 by using the user registration information by communication via the external communication network 40. The data analysis units 53 and 54 generate an operation command for the hot water utilization facility 100 based on the analysis of the information collected by the data collection unit 52.
