A oriented silicon steel having low iron loss for a low-noise transformer and a method of manufacturing the same are provided. The oriented silicon steel includes: a silicon steel substrate, silicic acid, a magnesium silicate bottom layer formed on the surface of the silicon steel substrate, an insulation coating applied on the magnesium silicate bottom layer. The vertical reflectance R of visible light of the magnesium silicate bottom layer is 40 to 60%. By strictly controlling the vertical reflectance of visible light and the uniformity of gloss of the magnesium silicate bottom layer of the silicon steel substrate, iron loss can be lowered and reduced magnetostriction can be obtained. Thus, a low-noise silicon steel specially suitable for transformers is obtained.
