The present disclosure provides cell therapy therapy using antibodies, induced lymphocytes, and also induced lymphocytes that induce immune tolerance. In particular, the present disclosure is an antibody that inhibits the interaction of CD80 and/or CD86 expressed on the cell surface of certain cells and CD28 expressed on the cell surface of other cells, and does not substantially induce cytokines induced by immune activation. Antibodies are provided. In certain embodiments, the Fc portion of the antibody is a portion that does not substantially produce cytokines induced by immune activation.
