Provided are a fluorescent test paper for measuring mercury ions and a measurement method in the technical field of food safety measurement. The method comprises: firstly preparing a fluorescent test paper for measuring mercury ions, wherein the fluorescent paper comprises a fluorescent developing area and a standard fluorescent colorimetric card; taking a reference channel, in the standard colorimetric card, corresponding to an excitation color as a reference, and observing a color corresponding to a carbon quantum dot distribution area (3) of the fluorescent test paper to verify a fluorescence measurement environment during the measurement of the fluorescent test paper; and when the mercury ion content is measured in a colorimetric manner, measuring the concentration of Hg2+ from an excitation color corresponding to a standard mercury ion sample, closest to a color signal of a copper nanocluster distribution area (4) of the fluorescent test paper in the standard colorimetric card. According to the test paper and the measurement method, the difference of the fluorescence measurement environment between the measurement of the fluorescent test paper and the standard color measurement of a response channel of the standard mercury ion sample can be reduced, thereby reducing the influence of the difference of the fluorescence measurement environment on the colorimetric measurement of the mercury ions.
