Provided are a cartoon machine translation device, a cartoon machine translation method, a program, and a cartoon parallel translation database generation device for these, which are capable of accurate machine translation of a cartoon. Specifically provided is a cartoon machine translation device equipped with: a character region extraction unit which extracts a character region from a first-natural-language image constituting a cartoon; a character information estimation unit which estimates character information in the first natural language from the character region; and a machine translation unit which translates the character information into character information in a second natural language via machine translation using a parallel translation database. The parallel translation database includes parallel translation information that is automatically generated by: detecting both a first-natural-language character region included in a first-natural-language reference image of a reference cartoon and a second-natural-language character region that is included in a second-natural-language reference image of the reference cartoon and corresponds to the first-natural-language character region; and extracting first-natural-language character information included in the first-natural-language character region and second-natural-language character information included in the second-natural-language character region.
