PROBLEM TO BE SOLVED: To grasp the position of a diver without having the diver have a special device. An image acquisition unit 203 of a drone 20 in flight starts acquiring an image projected by an image pickup device 27 of its own aircraft, which is directed to the water surface. The bubble recognition unit 102 recognizes the bubbles reflected in the image from the image projected by the image pickup apparatus 27. The positioning unit 103 identifies the position of the diver based on the position and flight altitude of the drone 20 and the position of the bubbles in the acquired image. The flight instruction unit 101 drones so as to maintain the state in which the bubbles are reflected in the image as a notification process for notifying the position of the diver who discharged the gas (breath) inside the bubbles based on the recognition result of the bubbles.
