A fluid core reservoir is used, in which the medication is only partially soluble, with the remaining medication being present as a dispersion. An outer wall surrounds this core and controls the rate at which the solubilised material can permeate through its wall so that the permeability of the wall for the substance is less than the permeability of the fluid core for the substance so that the substance discharges out at a controlled, constant rate. Pref. oestrogen or progesterone is dispensed out over a period of 6 months - 2 years using a silicone oil fluid core and an EVA speed-controlling wall material.
