The winding machine can be used for both winding and unwinding, having a frame with supports and a rotary drive for the bobbin. The frame has a travel bogie (21) with one or more retractable wheels (16, 17), allowing the machine to move between two different working positions, while a full bobbin is mounted on the supports. It can have columns, the distance between which is adjustable, joined together by a cross-member and supported by rollers whose axes are perpendicular to the cross-member. The retractable wheel is coupled to one of the trucks, its axis being parallel to the cross-member, and there can also be two other retractable wheels retracting from a parallel axis, on the other truck.
