PURPOSE:To enable to effectively promote starting property and warming-up an internal combustion engine of the type using low-pressure alcohol vapor or the like as fuel, by forming a heater incorporating combustion chamber on the downstream side of a control valve disposed at a portion of a by-pass passage by-passing a throttle valve, and drawing air from the upstream side of the throttle valve. CONSTITUTION:At first, a heater 19 is heated by closing a switch 20 and then a by-pass passage 6 and a fuel nozzle 8 are communicated by opening a control valve 9. In association therewith, an air valve 23 is also opened. In this state, if a crank shaft is turned, air is introduced from an inlet 6a into the by-pass passage 6 and fuel F is ejected from the nozzle 8 by the function of the negative pressure produced in the by-pass passage 6, with the flow rate of fuel being metered by a fuel jet 7. Thus, air-fuel mixture is introduced into a combustion chamber 14 and fuel in the form of droplets flows downward around the heater 19. On the other hand, a part of air, introduced from a secondary air passage 22 into an air chamber 16, is carried via a group of through-holes 18 into a lower combustion chamber 12 and starts combustion of fuel, while the remaining air is introduced into an upper combustion chamber 11 through a clearance 13 and heats fuel effectively by growing the flame. After the flame is extinguished by a group of small holes 17, air-fuel mixture thus heated is drawn into cylinders via a combustible mixture chamber 15, so that the engine can be started with ease by igniting the mixture by a spark.
