The explosive shell uses a layered ignition charge with rings of initiating charges (25,28) between the layers (23,27). Those initiating charges between the lower layers are offset from the charges between the upper layers to form a large number of initiating points. The number of charges in an outer ring is two or more, preferably three and the inner ring can have multiple initiating charges. The number of layers can be two. The thickness of a stage formed by the layers is slightly greater than the critical size of the charge.
