PURPOSE:To easily further accurately control driving of a fan, by fixedly providing a brake disc or drum to a driven side mounting a fan member and forcibly attaching to engage a brake device operated through an on-off signal with detection of water temperature to the disc or the drum. CONSTITUTION:A fan member 3 in a driven side is mounted to a sealed case 2, to which viscous fluid of silicon oil or the like is charged, and a driving disc 4 secured to a rotary main shaft 1 in a driving side is internally mounted by holding a fine gap 5 to the inside of the case 2 to constitute a fluid coupling device. Then a brake drum 6 is mounted to the back side of the case 2, and a brake device 10 is arranged approximately to this drum 6. Operation of this device 10 is controlled through a control valve 8 by air or electric power from an operating power supply source 9, and the valve 8 is controlled by an output signal of a water temperature sensing device 7 mounted to a suitable place in a cooling water path in an engine side.
