In a program store controlled telecommunications system the system function blocks 2 are controlled in co-operation with a computer system which comprises a number of processors 1, 4. The determination of the order in which the system functions are to be carried out is included in the co-operation functions. One of the processors is selected with regard to exclusively controlling an independent program store controlled signal connection system 3 which carries out the co-operation functions by connecting co-operation signals between the system's function blocks 2 and at least one central processor 1. The signal connecting system's processor 4 controls a co-operation instruction store 8, co-operation function blocks 9, 10, 12, 13 for buffer storage of the co-operation signals and prioritizing function blocks 11, 15 for determining the order in which the incoming signals are connected and for allocating the signals addressed to the central processors 1 to priority levels. A system with flexible control loading is obtained using monitoring of the signal quantity which is taken to the central processors 1. Using a function block for flexible control load distribution 16 the signal connecting system 3 carries out a control load redistribution and/or reduces the signal connection to a central processor 1 if this is overloaded.
