The system regulates the temperature in a building, using a heater or cooler for a primary medium by which the temperature can be controlled and which is passed through the primary side of a heat-exchanger. Direct or indirect heat is delivered to or extracted from the secondary side using a medium which can be passed to a position for long-term storage and re-use of the heat. A stabiliser tank (7) on the primary side receives of dissipates energy during the periods when less than a set amount of energy per unit of time is delivered to or extracted from the long term storage position (15,16).
