PURPOSE:To enhance the accuracy and safety by controlling the blowing of a gas for bottom blowing by combining a flow rate controlling system with a pressure controlling system. CONSTITUTION:The titled controller is composed of a controlling circuit conducting regulation by pressure and a controlling circuit conducting regulation by flow rate. Said pressure system controlling circuit is formed with a pressure detector 11, a pressure regulator 12, a changeover circuit 10 and a flow rate regulating valve 5. Said flow rate system controlling circuit is formed with a flowmeter 4, a flow rate regulator 6, a changeover circuit 10 and a flow rate regulating valve 5. Both the controlling circuits can be changed over, and the accuracy and safety are enhanced.
