PURPOSE:To perform efficient cutting with a motor of small capacity by calculating an optimum acceleration and deceleration rate in a CPU from data of cutting size and a line running speed or the like and performing the optimum acceleration and deceleration matching with the line running speed. CONSTITUTION:From mechanically detailed data, preset in a setter part 10, of a rotary cutter, that is, from a rotor peripheral length, cutting angle, maximum peripheral speed, maximum acceleration and deceleration rate and ratio of acceleration rate/deceleration rate of a rotor, setting a cutting size, a CPU 11 calculates a minimum acceleration and deceleration rate of the rotor in accordance with a sheet running speed detected by a detecting circuit 22. And controlling a drive motor of the rotor by a value of the calculated rate through a multiplying type D/A converter 19, arithmetic amplifier 20 and a motor control circuit 50, a sheet, fed in a high speed, is cut in a desired cutting size. Thus eliminating unnecessary acceleration and deceleration of the rotor, efficient cutting is performed with a motor of small capacity while enabling a machine and the rotor to contrive the extension of service life.
