PURPOSE: To maintain a structurally stable state even when an internal stress is applied to ring members by forming the connection parts of connecting members and thering members in horizontally rotatable pin support states. CONSTITUTION: Ring members 9 made of round steel pipes are provided in the vicinity of the upper end of a central post 8. The central post 8 passing through the center of the ring members 9 is connected radially to the ring members 9 by a plurality of connecting members 10. The connection parts of the connecting members 10 and the ring members 9 are formed in pin support state rotatable at least horizontally. Internal stress horizontally applied to the ring members 9 through a tension member 6 is absorbed by the connection parts of the connecting members 10 and the ring members 9.
