PURPOSE: To improve urban efficiency by calculating average number of stories of all buildings within a division surrounded by planned roads, by multiplying it several times and building N-story buildings within the division, and giving equivalent exchange returns to the owners after completion. CONSTITUTION: A division 1 surrounded by the center lines of the projected roads is planned to be a 100 m×100 m square residential area. Then, the number of houses, floor spaces, mean floor height, and total floor space in the district are calculated and the average floor area per house is determined. Next, N is considered as 6 for example, and buildings 5 each having 6 stories are put together, vacant lots newly created are added to the original vacant lots and classified into land for public use and land for other purposes. And equivalent exchange is made starting from the portion for which the construction work has been completed, and the ownership of land is restored. In this way, the arrangement of urban environment and the enhancement of the efficiency of urban functions can be promoted.
