PURPOSE:To effectively and finely segment magnetic domains and to improve the iron loss characteristic of a grain oriented silicon steel sheet by subjecting the surface of the silicon steel sheet continuously to a local heat treatment under vacuum. CONSTITUTION:The grain oriented silicon steel sheet S which is coiled after the final cold rolling and annealing is un-coiled from an un-coiler 1 and is coiled by a coiler 5 after the sheet is passed through a preevacuation vessel array 3, a high vacuum treatment vessel 2, and a preevacuation vessel array 4. Both the preevacuation vessel arrays 3, 4 consist of preevacuation vessels 3a-3e and 4e-4a in which the vacuums successively higher toward the high vacuum treatment vessel 2 are attained. The grain oriented silicon steel sheet S is irradiated with the beam 11, etc., of 0.01-1.0mm beam diameter generated by a heat treatment device 10 such as electron beam projection device, laser projection device or plasma flame radiating device in the direction across the rolling direction of the steel sheet S in the vessel 2, by which the steel sheet S is heat-treated. The fine segmentation of the magnetic domains of the silicon steel sheet S and eventually the decrease of the iron loss are effectively executed.
