The device comprises an electric motor 4 and a reduction gear 5 which carries an output wheel 7 mounted to freely rotate on an output shaft 8. An electromagnetic clutch 9 is provided; this clutch comprises a coil 10 mounted on an armature 11 fixed to the output shaft 8, and a second armature 27 which can move axially and is rotationally linked to the output wheel 7. This second armature 27 consists of a plate 28 or the like, made from magnetic material, mounted so as to float in the direction of the axis of the shaft 8 with respect to the wheel 7, whilst being rotationally linked to the latter.
