PURPOSE: To obtain a therapeutic system for the retarded and controlled transdermal and transmucous administration of an active substance by adding an auxiliary for converting the active substance into a non-bioavailable form to a substantially drug-free but drug-permeable layer laid between an active substance-containing reservoir layer and an application surface. CONSTITUTION: An auxiliary for converting at least a part of an active substance brought into contact with an active substance reservoir and subsequently diffused in a substantially drug-free but drug-permeable layer into a non-bioavailable form is added to a drug-free layer brought into contact with the active substance reservoir only just before or after the administration of the medicine, laid between the active substance-containing reservoir layer and an application surface and active as the substantially drug-free but drug-permeable layer. Thereby, the release of the active substance is retarded for a prescribed time, and subsequently released at a controlled speed. The auxiliary is a polymeric base, when the active substance is an acid, and the auxiliary agent is also a polymeric acid, when the active substance is a base. Thus, the auxiliary forms a salt to retard the release. Silica gel, aluminum trioxide, activated carbon, a cellulose derivative, etc., may also be used as the auxiliary.
