PURPOSE:To shorten the man-hour for preparing outline working data, when a plurality of outline working data are worked, by investigating the access condition of respective outline working data, and converting the outline working data in such an order that an accurate outline working can be carried out for outline working data having been input. CONSTITUTION:Outline working data are input into a data input part 1, and once they are made to read in a data storing part 2, and then these data are successively delivered to a working order conversion processing part 3. In the processing part 3, when working graphic data are constituted, for example, in the order of a closed loop figure P1 to P6P1, and a closed loop figure P7 to P12P7, the outline working data are resolved into closed loop graphic units in a resolving process. And whether there is such access as requiring the consideration in the order of outline working within the closed loop figures is investigated. In this case, if there is such access as requiring the consideration in the order of outline working in the figure P4P5 and in the figure P12P7, the access part P12P7 out of the closed loop figure P7 to P7 is rearranged in the conversion process so that it can be first worked, and is converted into P12P7 to P10P12 to deliver it to a working machine control data conversion processing part 4.
