PURPOSE:To manufacture the title steel plate having excellent press workability and having less generation of faults of bubbles and black spots by adding specific amounts of Cu and B or furthermore REM to an extremely low carbon steel plate as a steel plate for enameling and adding specific amounts of Ti for fixing C, S and N as impurities thereto. CONSTITUTION:As the steel plate for enameling having excellent press formability and fishscale resistance and having excellent adhesion and enameling characteristics such as the resistance to the faults of bubbles and black spots at the time of direct one-shot enameling, the steel plate having the following compsn. is used: it has the compsn. contg., by weight, 0.005% C, 0.10 to 1.00% Mn, 0.020% P, 0.01 to 0.05% S, 0.003 to 0.100% Al, 0.005 to 0.010% N, 0.002 to 0.020% Se, 0.0003 to 0.030% B, furthermore contg. 0.01 to 0.10% REM and contg. Ti amounts expessed by (4XC%+1.5XS%+3.43XN%)=Ti%=0.20% and the balance Fe.
