PURPOSE:To use the expression being near language used at the time when a skilled operator discriminates a state of a process and determines a process manipulated variable by converting a state variation pattern of the process to an ambiguous symbol. CONSTITUTION:A symbolizing device 4 extracts the feature quantity of a variation pattern of a process state value, and converts a variation state of a process to a symbolical expression by using this feature quantity. As a result, a discriminating function of a process state being near a skilled operator can be displayed. Also, a control arithmetic unit 5 inputs the process variation state converted to a symbolical expression, and determines a process manipulated variable. Experiential know-how and knowledge which a skilled operator has are expressed by a symbol being near language, therefore, the construction of a control model using the symbolical expression of the process variation state can be executed. Accordingly, knowledge of a process structure or a causal relation between process state quantities, etc., which the skilled operator has can be utilized effectively, and a control model which holds the consistency between each rule for the control can be realized.
