PURPOSE:To remarkably shorten a throw-in distance extending from weighing of a raw material to the inside of a rice washing tank, and to secure the space required for installing a related device for a rice storage capacity and an efficient rice washing function by placing the rice storage tank in the upper part, and installing a weighing and throwing-in device whose rotation is controlled by a vertical shaft in the lower part. CONSTITUTION:On the almost same parts of the front and the rear faces of the upper cylindrical body 2B, and outer cylinder raw material inflow port 2C and an inner cylinder raw material inflow port 2D are provided, and on the upper face 2E of the cylindrical body, plural raw material inflow ports 2F are provided diagonally like a sector, the rotation is controlled by a driving gear 3D, the inner cylinder rotates and while the raw material inflow ports 2C, 2F are opening gradually, a rice throw-in port 2H of the lower body is closed gradually and stands still in a completely closed state, and undergoes a transition in a state as it is until it is instructed to throw down the raw material.
