PURPOSE:To save driving power for a blower and to retrain variation of atmosphere in the furnace by controlling blowing rate of gas in a blower for dust collecting in proportion to blowing rate of gas into a furnace closely related to the exhaust flow rate of gas. CONSTITUTION:Oxygen and argon of flow rate controlled with flow rate controlling means according to each step in the operation of decarbonizing period, chromium reduction period, slag-off period, desulfurizing period, etc., are blown into the furnace 2 through a tuyere 11 and oxygen lance 14. The flow rate for each gas is detected with flow rate detector 16-18 and inputted to a control unit 19 as a bottom blow oxygen flow rate signal S1, bottom blow argon flow rate signal S2 and top blow oxygen flow rate signal S3, and based on these signal values, the control unit 19 calculates flow rate Q in the blower 6, and signal S4 for number of revolutions corresponding to this flow rate Q is outputted to the driving motor 20 to control the blowing rate of blower 6 so as to become the flow rate Q. By this method, suction of the exhaust gas at the blowing rate according to the exhaust gas flow rate from upper opening part 3 of the furnace 2 and subsequent dust collecting with a dust collector 8 are executed and the consumption of power in the driving motor 20 is saved.
