PURPOSE: To eliminate mismatching between engine speed and torque by shifting changeover rotational speed to a proper value by differential rotational speed, when the torque is dropped due to timing periods influencing on controlling time, independently on dynamics of acceleration operation. CONSTITUTION: An internal combustion engine 1 has a cam shaft 3 applied to an inflow valve which can fluctuate a relative rotational position in respect to a cam shaft 2 applied to an outflow valve. A hydraulic changeover member 5 controlled by an electric control device 4 and connected to an engine oil circulation system is turned around the cam shaft 3 from a rapid inflow position to a slow inflow position according to a changeover signal supplied from the control device 4. That is, valve crossover between the inflow valve and the outflow valve is decreased. In this case, the changeover rotational speed is dependent on temporal change of the rotational speed of the internal combustion engine 1. The rotational speed is shifted from the value for generating a proper torque by a value stored at least one specific magnetic field of the control device 4.
