PURPOSE:To provide the syllable compressor and expander capable of easily changing the compression ratio and expansion ratio. CONSTITUTION:Input voice signals are A/D converted by an A/D converters 11 and 21, the maximum level of the A/D converted input voice signal is detected by peak hold circuits 12 and 22. By the designation of the A/D converted voice data and the maximum level data of the input voice signal, voice data is read out of memories 16 and 26 for voice data readout storing the voice data according to the A/D converted voice data and the maximum level data of the input voice signal in advance. The read voice data are D/A converted by D/A converters 17 and 27 and are outputted as compression voice signal and expansion voice signal.
