PURPOSE:To facilitate the execution of work by arranging a direction controlling actuator and an excavating cutter, and by providing the tip section, with sensors, a cutter torque hydraulic-sensor, and a flow rate regulating valve for controlling a hydraulic motor. CONSTITUTION:An excavating pilot head 1 provided with a cutter drum 2 at the tip section is set, and to the rear section of the excavating pilot head 1, a pilot pipe 3 and a pilot pipe propelling adapter 4 are connected. Then, the rear section of the pilot pipe 3 is provided with a laser transit 6, and laser 7 therefrom is projected to a laser target 8, and the posture of the excavating pilot head 1 is detected. After that, the cutter drum 2 is rotationally driven by a hydraulic motor 9, and is excavating-advanced to be oscillated by an oscillating actuator 10, and by an oscillating operation quantity sensor 11, an operation quantity is detected. As a result, the precision of the execution of the work of a tunnel can be improved.
