The present invention concerns a device applicable to any sort of wheel locomotive means (in particular bicycles), said device serving as a brake, an energy accumulator, and as a propulsion device. Said device is located on the wheel in a similar way to the traditional tumble brake and can either substitute or support the braking devices currently available. Said device can work as an energy accumulator or as a propulsion device thanks to the presence of one or more elastic elements, said elements being set inside the device's envelope, wherein said envelope is fixed to the wheel and indicated as "1" in Picture 1). Said elements are enwrapped either as a spiral, as a ribbon or a wire (indicated as "4" in Picture 1 and hereafter mentioned as "spring"); one of the ends of said elements terminates in one of their axis ("6" in picture 1), called "spring axis", while the other end terminates in an element ("5" in picture 1), said element containing said elastic elements (said element being called "spring envelope"). Container 1 of the device, spring axis 6 and spring container 5 rotate around the same axis, which coincides with the symmetrical axis of the wheel. By starting a braked control lever, said spring is loaded due to the action of elements making spring container 5 rotate and come into contact with the whole device, spring axis 6 being fixed to disk 12, said disk rotating around the same axis and not being able to move due to a blockage (assuming that the present device moves in normal motion direction). When said lever is released, the elements operating on said friction return to their resting position, thus releasing container 1 of the device, the bicycle wheel from spring envelope 5; spring 4 does not upload because its own axis 6 is invariably blocked and said free wheel device or cushion 7, which is set on wheel axis 2 and fixed inside container 5, is so oriented that it allows said container 5 to rotate only in the same direction of the wheel. By starting a second lever, the blockage of disk 12 is switched off and at the same time disk 8 frictions with container 1 of the device. As a consequence said spring, being provided with a free end, tends to unwrap, thus forcing disk 8 to rotate together with the wheel, obviously such that the means of locomotion goes onwards.
