PURPOSE: To inexpensively apply volume reducing treatment to fly ash generated when waste such as urban waste refuse or sewage sludge is incinerated in an incinerator. ;CONSTITUTION: A carbonaceous fine powder low in utility value or having almost no utility value is supplied to the bag filter 3b constituting a part of exhaust gas treatment equipment 3 from an exhaust gas duct 3c to make a very small amount of harmful substances such as heavy metals, dioxines or NO_x adsorbed and the carbonaceous fine powder from which a very small amount of harmful substances are removed by adsorption or decomposition is collected along with fly ash by the bag filter 3b to be supplied to high temp. treatment equipment 5.
