A starter comprises a motor (1), a flat gear (6), a planetary gear (7), an internal gear (11), a support pin (8) and input and output rotary shafts (2,10), and provides gear reduction to the motor rotation. A rubber ring (22) is attached to the outer circumferential surface of the internal gear (11), leaving a gap (23) against a casing (21). An ordinary mechanical shock is absorbed by the gap (23) whilst an extraordinary shock is absorbed by the elasticity of the rubber ring (22) and the gear (11).
