PURPOSE:To provide neutral paper having highly moisture-absorbing and -desorbing abilities and an injurious gas-adsorbing ability and having a good paper strength by mixing a slurry consisting mainly of cellulose fibers with an amorphous inorganic powder having moisture-absorbing and -desorbing abilities and an inorganic powder having a gas-adsorbing ability and subsequently producing the paper from the mixture. CONSTITUTION:A slurry consisting mainly of cellulose fibers is mixed with an amorphous inorganic powder (preferably alumina gel) having moisture- absorbing and -desorbing abilities and an inorganic powder [preferably shell fossil powder (mainly calcium carbonate)] having a gas-adsorbing ability and, if necessary, further with a fixing agent such as polyacrylamide and/or a binder such as a synthetic rubber latex, followed by wet-paper-making from the prepared mixture to provide neutral paper suitable as a moisture-adjusting packaging material for cultural assets, etc.
