PURPOSE:To make it possible to adjust a horizontal level of an angle steel as a leveling steel material accurately and simply and to enable thereby the formation of the horizontal foundation. CONSTITUTION:An opening side is directed upward to place a box-shaped level adjusting steel material 1 on the foundation 12. Water is stored in the level adjusting steel material 1. While, a reference line 9 is provided in parallel with one outside 7a lengthwise of the other outside 7b of an angle steel 7 interlocking with the level adjusting steel material 1. The angle steel 7 is fixed to the level adjusting steel material 1 in a state to match the reference line 9 with the level 16a of the water 16 in the level adjusting steel material 1, and therey one outside 7a of the angle steel 7 is in a horizontal state.
