A method of manufacturing a carbon fiber-reinforced composite carbon material, having the steps of unbinding a short fiber-like carbon fiber bundle which consists of a plurality of single fibers, preparing a sheet in which the fibers are oriented two-dimensionally at random, impregnating the sheet with a resin or pitch, laminating a plurality of such sheets and molding the laminate, baking the resultant product, and subjecting the product to a densification treatment, characterized in that a carbon fiber- reinforced composite carbon material having desired mechanical properties is manufactured by controlling the degree of the unbinding of the carbon fiber bundle on the basis of the following general equation (1) expressing the correlation between the degree of the unbinding of a carbon fiber bundle and the mechanical strength of a carbon fiber-reinforced composite material.
