The power plant has the pump (17) driven by an electric motor (18) to lift water (12) from a lower level (13) to a higher level (14) through a pipeline (22) interconnecting the two basins (11). Water descending from the upper basin drives a turbine (16) coupled to an electric generator (19). Power for pumping is provided by a wind turbine (150) or a solar panel (151) selected by a switch (25) in response to a controller (20) receiving signals from an anemometer and photodetector. A single machine may function as both pump and turbine in alternate modes.
