PURPOSE:To simultaneously remove, conduct and inspect the insulation of an insulating film by removing the insulating film of a part, for which the insulating film of a shutter is removed, by a grinding wheel, etc., and bringing an electrode into contact with the insulating film removing part. CONSTITUTION:A presser 14 is advanced toward a shutter 101 fed on a rail 2, and the shutter 101 is crimped by a shutter supporter 4 of the rail 2 and the presser 14. Simultaneously, a head 21 of a leaf spring 19 to be vertically moved with the forward and backward movement of the presser 14 hangs up the shutter 101 and edge parts 105 and 105' of the shutter 101 are abutted to a lower surface 16 of a conductive head part 15 of the presser 14. Next, the insulating films of the both side ends of the edge parts 105 and 105' and of leg parts 102 and 102' in the shutter 101 are removed by grinding wheels 28 and 43 and bring a contact electrode 36 of an electrode leaf spring 35 into contact with the insulating film removing part.
