PURPOSE:To improve the interchangeability of an IC card by controlling the continuous applying time of a data writing voltage which is restricted by a voltage applying time restricting part on the basis of data for setting up the continuous applying time of the data writing voltage which is stored in a writing data setting condition storing part. CONSTITUTION:Answer-to-reset data stored in a data ROM of the card side are transmitted to the terminal side and stored in an initial parameter RAM76. The continuous applying time of the data writing voltage obtained from a VPP power supply 95 which is restricted by a timer 96 is controlled and set up on the basis of respective setting data stored in the RAM76.
