PURPOSE:To prevent the capacity of water utilization from decreasing by surrounding the water area occupied by a structure on the water surface of a lake or bond, with a water-tight member, and charging and discharging air or water into and from the lower section of a water-tight floor bed which is provided on the inside of the water-tight member. CONSTITUTION:A revetment 1 formed of double steel sheet piles is laid surrounding around a dead water area which is occupied by a structure build on the water surface of a lake and bond, and extending down to the water bottom 15, and piles 2 are set up in the inside of the revetment 2 so as to serve as a base for supporting a floor bed 3. Then, the floor bed 3 is covered thereover the covering earth 6 and high quality earth 9. Further, water communication pipes 13 are laid piercing through the lower part of the revetment 1 so that the water can flow into and form the space 4 through the pipes 13. Then, when the capacity of water to be used decreases during a dry season or the like, a compressor 11 is operated so as to charge air under pressure into the space 4 through an air-feed pipe 12 in order to discharge the water into the lake or bond from the space 4 through the communication pipes 13, thereby the water can be used effectively. Thus, it is possible to effectively use the water surface of the lake or the like without reducing the capacity or water to be used in a lake or bond.
